I think this is not the same issue. Bug #834523 is about the lack of UI for switching between existing keyboard layouts on the fly. This functionality was handled by gnome- panel previously.
My bug is about the lack of UI for adding initially new keyboard layouts to the system while defining the list of layout between which you switch later.
