Thanks for the link to the upstream bug report.  Although the
enhancement request from that bug (Gnome #309721) would help with the
symptoms of what I am reporting, my issue stems from a different
problem.

The problem isn't that I am accidentally dragging the panel, but that
somehow the panel thinks I am trying to drag, even though my mouse never
started to do a drag.  As I described above, simply double-clicking on
an icon on the panel and then moving the mouse causes the panel to move
to whichever side the mouse traveled.  Not a single click, but the
unexpected (albeit unnecessary) double-click.
