I also tried logging in using Failsafe GNOME mode and everything seems
to work fine.  The top and bottom panels appears as normal.

However, if I log in using normal GNOME mode, the top and bottom panels
still disappear when I open an application.

Similar to Ohbother01, when I used Session Manager, I also enabled
Automatic Saving of Session Information and also saved the current
session.  I thought that was necessary to save the new configuration.
But after that I have the panels disappearing problem.
