I have reproduced this with a feisty install made from the i386 d-i rc cd 20070415 on my main testbed system. If there's any other information you'd like please let me know.
The client is feisty's gnome-terminal as above, with ssh to chiark.greenend.org.uk (a very very old Debian install currently running sarge) with inside that a copy of ircII. NB that this is definitely not, or at least not solely, a termcap problem. Observe in Tom's screenshot that the display is not a sane representation of any character grid.
