You are right, sorry. I repeated the test: first, I booted into a fully-
updated Resolute machine with Gnome Shell 50.1-0ubuntu1, enabled the
screen reader, changed with the keyboard to the dock using Ctrl+Alt+Tab,
and moved through the panel using Tab. As expected, the screen reader
said "panel XXXXX button" for each icon in the dock.

Installed gnome-shell/resolute-proposed, version 50.1-0ubuntu1.1, logged
out, logged in again, and repeated the process. Now the screen reader
said "XXXX button" for each icon in the dock, as it should be.

So I consider that the package in Proposed does fix the bug.
