Public bug reported:

I get that security updates are handled by unattended-upgrades and can
see them applied in both /var/log/unattended-upgrades/unattended-
upgrades.log and /var/log/apt/history.log

I have a gsettings value for "com.ubuntu.update-manager launch-time" that is 
1782193306 so that's quite a few days ago (June 23rd).
And a value of 0 for "com.ubuntu.update-notifier regular-auto-launch-interval" 
so I should be prompted immediately when updates are available.
I see in /var/lib/update-notifier/updates-available that there are 10 pending 
non-security updates ; that file was updated today (after unattended-upgrades 
ran).

However update-manager does not show up prompt to install regular
updates, and has not not so since I installed 26.04.
