This is also broken in older versions, but only for GNOME Shell itself (for
example, when typing in the apps menu search bar) while it works for
applications.
In questing, it is broken for both GNOME Shell and applications. Which makes
sense, because GNOME 49 reconciled how accessibility impacts modifier keys
between GNOME Shell itself and the client applications.
