Thank you for taking the time to report this bug and contributing to
Ubuntu. The video is helpful. I tried to reproduce this issue on a
similar system (Ubuntu GNOME desktop, ext4, wayland, same mutter
version), but failed. Since you wrote that it's not 100% reproducible, I
moved the file around dozens of times. But I haven't seen your issue
once.
Is there anything else you are doing differently? It might be a race
condition and thus the performance could at play here. The report says
that you have a Core i5-2500 which is quite a slow system nowadays.
