Figured it out. The issue only existed in my user session and not on the
login screen. So it was due to these user settings:
org.gnome.desktop.a11y.magnifier invert-lightness true
org.gnome.desktop.a11y.magnifier mag-factor 1.0

Status: Incomplete => Invalid
** Changed in: gnome-shell (Ubuntu Noble)
Status: New => Invalid
