In my Noble instance, attempting to install the proposed package fails
due to "unmet dependencies":

```
root@nv-desktop:~# sudo apt-get install dconf-cli/noble-proposed
Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
Selected version '0.40.0-4ubuntu0.1' (Ubuntu:24.04/noble-proposed [amd64]) for
'dconf-cli'
Selected version '0.40.0-4ubuntu0.1' (Ubuntu:24.04/noble-proposed [amd64]) for
'libdconf1' because of 'dconf-cli'
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:
The following packages have unmet dependencies:
 libcanberra-pulse : Depends: pipewire-pulse but it is not going to be
installed or
                              pulseaudio but it is not going to be installed
E: Error, pkgProblemResolver::Resolve generated breaks, this may be caused by
held packages.
```

Removing libcanberra-pulse succeeds, but when apt calculates the same
change (`apt install dconf-cli/noble-proposed`) it attempts to remove
the entire desktop (some 70 packages) and install pulseaudio with its
dependency tree.

Trying this in a Plucky desktop yields a similar result: the
libcanberra-pulse error no longer occurs; apt simply skips straight to
attempting to remove the desktop.

If this were isolated to plucky I'd say that it looks like [1].

Marking Plucky as verification-needed while I sort this out.
