Well, if the user name you're trying to set password expiration for is
managed by authd, then it's not a gnome-shell issue, but rather an authd
issue (and please report it to https://github.com/ubuntu/authd/issues).

If the problem occurs to a local user you're *not* managing via authd,
then it's a gdm/PAM issue or gnome-shell authd integration issue.
