I have tried uninstalling gnome-shell-extension-manager to see if it is causing the issue: my conclusion is no. Removing it had no influence on this issue. So long these two toggle switches are enabled, they will always be missing whenever Ubuntu-Settings --> Ubuntu Desktop GUI starts up. Whenever these two toggle switches are disabled, they will always appear whenever Ubuntu-Settings --> Ubuntu Desktop GUI starts up.
