what else noticed: happens in basically any desktop app. when app is maximized on 4K monitor, move it to 1080p it bacomes 1/4 of screen, shows maximized. switching to another app makes it show correct size. when app is not maximized, moving it 4k->1080p monitor makes it resize to 1/4 and wrong position. after that moving back 1080p->4k makes it like 4x size(bigger than full screen) and also wrong position. "maximize -> move 4k>1080p -> click another window -> restore" makes it restore to 4k monitor in its original position (seems to be restored correctly? except wrong monitor... hmm)
