Public bug reported:

I have some openconnect, and wireguard vpns.

When I click to enable an openconnect vpn in the gnome shell menu, the
indicator toggles, but nothing happens, when I click on the vpn
settings, it is not enabled.

When I click on it again, which should disable the connection, then it
connects.

In general, the gnome-shell and vpn settings not moving together.

It problem first appeared in 24.10, still exists in 25.04
