The fix actually got backported to 24.04[1] but not to 24.10.

  User avatars are not identified by screen reader when focused in Gnome-
  control-center. This means that blind users do not know which avatar
  they are choosing.
  
  [Test plan]
  
  Reproduce the bug:
  
  1. Start 'orca', the screen reader, and 'gnome-control-center'.
  2. Go to System > Users and click the pencil button to change your avatar.
  3. Use <Tab> to select different avatars.
  
  Observe that nothing apropos the selected avatar is spoken by the screen
- reader.

  Now install the updated gnome-control-center package from proposed.
  Consult https://wiki.ubuntu.com/Testing/EnableProposed if needed.
  
  Verify the bug is fixed by repeating steps 1 to 3 above. Now each time a
  new avatar is focused, the screen reader announces a name matching its
  picture, e.g. bicycle, book, calculator etc.

  In that avatar section of Gnome Control Center. For example, a missing,
  empty or broken avatar where one would be expected or a wrecked layout
  of its container; an incorrect description by the screen reader of the
  avatar.
