Steps to reproduce from a clean plucky install :
- disable focus-tracking and caret-tracking
- set Mouse following to Pushes Content Around
- reboot
- enable the zoom (disable the zoom and reeanble it a second or a third time if 
necessary, simetimes it can be good at first try)

I can reproduce this on multiple hardware configurations and on a VBox
VM.

Here is a fresh plucky VBox 7.16 VM affected with the problem (juste
enable the zoom once or twice, the zoom factor is set to 1 so there's no
zoom, just mouse disappearance) user jerome / password jerome / keyboard
