It's not a bug in gtk, as this icon is supposed to be used for dragging multiple objects with the cursor only, hence the name gtk-dnd-multiple.png and it only need to exist in 32x32. Too bad gaim misuse this icon (and some others it seems) for totally different things that they were designed for. Christian Hammond who is a gaim developer said on irc that he considered it a bug in gaim as well.
