Sorry, I meant that you wanted to remove the CUPS Debian packages after
you have hit the bug. I have then guided you to get all back to its
original state, as replacing the original CUPS by the CUPS Snap could
perhaps work around the problem but does not allow us to investigate it.
And as for most people CUPS is working in Ubuntu 24.04 there is perhaps
a configuration problem, some incompatible package installed, ... And we
want to assure that other users run into the same problem.

I assume you have run the commands in my comment #23, to clean up the
`systemctl mask ...` mess.

To mot cause any confusion, unnstall the CUPS Snap:

   sudo snap remove --purge cups

Therefore I want to ask you to run the following command at first to
switch to debug logging:

   cupsctl --debug-logging

After that, run the following commands and copy and paste (or attach a
text file) the screen output:

   sudo rm /var/log/cups/error_log
   sudo systemctl stop cups
   sudo systemctl start cups
   systemctl status cups

Also copy the file /var/log/cups/error_log and attach it to this bug
report. Please do not compress the files and attach them one by one, do
not package them together.
