For me it all seems like GNOME (and its underlying GUI library GTK) is not able to fully access the printing system, but other applications, desktops, and GUI libraries are able to fully access.
Could you set CUPS to debug logging: cupsctl --debug-logging and do 2 tests: 1. Open the print dialog of evince 2. Open the "Printers" page of the GNOME Control Center After each test copy the file /var/log/cups/error_log and attach the copy to this bug report.
