I have installed new, clean VMs with Noble and Oracular, fully updated them and installed the "malcontent-gui" package from Ubuntu archive. Clicking the "User Settings" button incorrectly opens the main Settings page instead of users.
After installing the provided 0.11.1-1ubuntu1.1 build in Noble and 0.12.0-1.1ubuntu1.1 in Oracular, I can confirm that clicking "User Settings" now opens the correct users page of Settings.
