the problem can be related to the kernel, but I'm not sure.
When I try to suspend the laptop or power it off, it just freezes, so I have to
force it to shutdown by holding the power button.
I met this problem in both ubuntu 22/04 and 24.04, or I can say all ubuntu
version that have the 6.X version of the kernel.
I tried to check the journal with journalctl -S today, I looked for the 6 last
lines before the journal stops from recording

15:10:30 ThinkPad-X260 systemd[1]: Finished System Reboot.
دجنبر 10 15:10:30 ThinkPad-X260 systemd[1]: Reached target System Reboot.
دجنبر 10 15:10:30 ThinkPad-X260 systemd[1]: Shutting down.
دجنبر 10 15:10:30 ThinkPad-X260 systemd-shutdown[1]: Syncing filesystems and
block devices.
دجنبر 10 15:10:30 ThinkPad-X260 systemd-shutdown[1]: Sending SIGTERM to
remaining processes...
دجنبر 10 15:10:30 ThinkPad-X260 systemd-journald[237]: Journal stopped

there is the same problem reported by someone by askubuntu, by the way
I'm not sure of the problem, some says that you should upgrade the BIOS
version to the newer version, some say you should disable the swapfile
or the swappartition, and I found the common message 'Syncing
filesystems and block devices' in a reddit forrum which is posted
because the same problem when powering off in arch
linux('https://www.reddit.com/r/archlinux/comments/8idejj/systemdshutdown_syncing_filesystems_and_block/?rdt=41681')

I hope you can fix the problem, and sorry if something is unclear, this
is all I know.
