Are you using GNOME Flashback or GNOME Classic? From screenshots looks like you are using GNOME Flashback...
I believe that your second problem is fixed in gnome-panel 3.54.0. If it is `gnome-flashback` is there core dumps saved? I would need to get stacktrace to see why it is crashing. Sadly I have no laptop, otherwise I would try to reproduce your problem.
