The device information for my camera, a Canon PowerShot S60 was missing from udev, so the device was inaccessible. I had to add this line to /etc/udev/rules.d/45-libgphoto.rules: ATTRS{idVendor}=="0c45", ATTRS{idProduct}=="627b", MODE="0660", GROUP="plugdev" This camera was recognized by both Breezy and Edgy, so I was surprised to find the rule missing.
