I wonder if the system thinks you are middle clicking somehow. Try:

  gsettings set org.gnome.desktop.wm.preferences action-middle-click-
titlebar 'toggle-maximize-vertically'


> org.gnome.desktop.wm.keybindings lower ['disabled']

This doesn't look like a valid setting. In case this is causing
confusion try clearing it with:

  gsettings set org.gnome.desktop.wm.keybindings lower "[]"
