Some apps are displayed correctly, like terminal and file explorer, but other apps only show the top-right, such as virtualbox and vscodium. When fractional scaling is disabled, these apps share properly again. It doesn't seem to depend on the app you are sharing to, I tested it on firefox, chromium, and OBS studio and it was consistent across all 3.
