3) expected: with fractional scaling enabled, sharing a window to an 
application would share the full window
4) actual: for some apps, only the top-right part of the window is shared

Some apps are displayed correctly, like terminal and file explorer, but
other apps only show the top-right, such as virtualbox and vscodium.
When fractional scaling is disabled, these apps share properly again.

It doesn't seem to depend on the app you are sharing to, I tested it on
firefox, chromium, and OBS studio and it was consistent across all 3.
Attached is a screenshot of virtualbox being shared through chromium and
only the top left part of the window is being shared.
