Public bug reported:

Test Case
---------
From Ubuntu 23.04
Open the Settings app (gnome-control-center)
In the left sidebar, click Accessibility
Click Seeing. Turn on Screen Reader
Use the up and down arrow keys to navigate the list of other Seeing options.

What Happens
------------
Only the first item in each list is read. (In this case, just High Contrast and
Screen Reader but not items like Reduce Animation.)

Other Info
----------
There are several other issues with GTK4 apps. For instance, Epiphany has
switched to GTK4 with the GNOME 44 release. The webview is now no longer
accessible.

Workaround
----------
It is recommended that people who depend on the Screen Reader use Ubuntu 22.04
LTS until these issues are fixed.
