Epilicious is now part of GNOME's bugzilla (epiphany-extensions -> epilicious) so you are welcome to post reports there.
You are likely talking about GNOME bug 418041. The patch (believed to be the proper way to fix it) went into the 2.18 branch, revision 1473. I can also report that Debian's epiphany-extensions package does include epilicious. They've got a small patch that deals (partly) with locating the glade files. I've created another bugzilla report for the localisation issue 425304.
