Public bug reported:

In power settings:
* set dim when inactive to false
* set blank screen to 5 minutes
* waited 5+ minutes

Observed behaviour: nothing happens (both displays remain on)

Expected behaviour: the displays should turn off

The issue #308815 seems very similar, but it's 10+ years old, so I
imagine it is no longer relevant.
