In the attachment in comment #1, "actual" is correct and "expected" is incorrect.
It's the hotspot of a cursor which must stay on screen at all times, not every pixel of the bitmap. And the hotspot of an arrow cursor for example is typically the internal point of the arrow, not the outermost pixels.
