One workaround is to wait 2 days for the new gtk4 version to fully phase. Another is to do something like this: Create a file /etc/apt/apt/conf.d/phased with this content: APT::Get::Always-Include-Phased-Updates "true"; Run sudo apt update and then do whatever you were trying to install/upgrade.
