Here are some initial things I tried:

This bug doesn't affect Ubuntu's gnome-control-center 41; just the new 42 
version.
I couldn't reproduce this bug with Debian Testing which also uses 
gnome-control-center 42.

I tried building without Ubuntu patches but I still got the bug.
I tried building on a Debian unstable system but I still got the bug.

** Description changed:

  Gnome-control-center is aligned to the left, even though the environment is 
set to RTL.
  The two main columns are reversed, and the text inside each column is also 
aligned to the left instead of to the right.
  See attached screenshot for an example in Hebrew environment.
