I just did a fresh install (again) of Ubuntu Unity 22.04 (an iso I built just now) and it looks like dbus-x11 was not installed by default and installing it without touching gnome-session (and then rebooting) fixed the issue (I didn't install or remove any another packages). This works with both GDM and lightdm. Looks like gnome-session wasn't causing the issue and dbus-x11 was getting installed when installing gnome-session's old version, which is why it started working after installing the old version of gnome-session.
