Thank you for taking the time to report this bug and helping to make Ubuntu better. 'seahorse' is not the Files application so I'm changing the package to nautilus.
In my Ubuntu installation if I right click on a .deb file I get a choice of whether to open it with the Archive Manager or "Open with another application". Choosing that option prompts me to use 'Software Install' or search for further relevant applications. Do you not see these options? By the way you have not told us which Ubuntu release you are using so please execute the following command only once, as it will automatically gather debugging information, in a terminal: apport-collect 1969151 When reporting bugs in the future please use apport by using 'ubuntu- bug' and the name of the package affected.
