This issue is caused by `mate-maximus` which is part of the `mate-
netboot` package. `mate-netboot` doesn't get much upstream development
attention so unlikely to fixed in the near future.

Ubuntu MATE provides several resolution-efficient panel layouts, so
removing `mate-netbook` from Ubuntu MATE is the best option for
addressing this issue.
