I tested multiple IBus IMs, and AFAICT the issue is a pure ibus-mozc
one. Consequently I now believe that a reasonable solution is to let the
ibus-mozc package install an autostart file for launching Xwayland. That
way users who don't use ibus-mozc won't be affected.
