Looking at the GTK source I still can't tell how it's meant to work, or if it ever did work correctly.
In a pure Xorg session the scaling factor is an attribute of the monitor, so it's stored in ~/.config/monitors.xml. Are we losing that attribute in Xwayland with its virtual monitor? A nice simple solution would be env GDK_SCALE=<integer> and that works.
