1. I think I was mistaken, when I set the resolution of the external
monitor to 2560 ⨉ 1440 while the lid is closed, it persists after
opening and closing the lid, both in X11 and Wayland. So I think the
behaviour is like that and there is no bug after all.

2. I don't use fractional scaling because the performance is degraded in
X11, and fractional scaling doesn't even work in Wayland. In Wayland,
scaling values stay 100%, 200%, 300% and so on, nothing changes whether
fractional scaling is on or off.

I attached a screenshot that shows fractional scaling in Wayland. It
shows the scaling values, and that gnome-control-center is scaled to
200% but Firefox and Goldendict (Qt) are not.
