This issue seems to happen only when the Ubuntu Dock is present, even with the latest version. Disabling it still causes a scaling bug however not to the extent of this one. Here's a report for the issue without the dock on Gitlab: https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/2237
