On a second machine also running current focal (it's not convenient to
do it on this one right now) I disabled extensions via the Extensions
pref panel, deleted my user extensions, and removed gnome-shell-
extensions.

There were a handful of extensions still on disk whose packages have a
lot of reverse dependencies, which I didn't remove.

[clammy(~)] ls ~/.local/share/gnome-shell/extensions/
[clammy(~)] ls /usr/share/gnome-shell/extensions/

Then I rebooted and logged back and and reproduced the problem
successfully as per example 1 above.
