Another possible solution could be to revert the Steam Installer AppStream file changes completely (keep just the http/https changes and appdata/metainfo file rename). The .desktop suffix in <id> tag is not used anymore and the stock icon type is not good according to the appstream-util validator, but it made appstream-generator happy and everything worked fine (except launching Steam directly from the Software app, but that is a minor thing in my opinion).
