HaltCommand=/sbin/shutdown -h now "Halted from gdm menu."
SuspendCommand=/usr/sbin/pmi action sleep


the shutdown command is present and works as thats how I've been shutting the 
laptop down

$ ls -la /sbin/shutdown
-rwxr-xr-x 1 root root 18572 2006-05-23 11:39 /sbin/shutdown
