I've seen this same bug three times in the past two days on a new (up- to-date) ubuntu 19.10 system. The bug is NOT therefore unique to 19.04. Clicking anywhere on the dialog does in fact produce the behavior that would be appropriate for clicking whatever is below the dialog. This appears therefore to be an incorrect painting problem in gnome shell. Restarting gnome-shell (<alt><F2> enter r) does in fact get rid of the incorrectly painted dialog.
