Public bug reported:

Clicking the gnome panel lock icon causes the desktop to freeze and stop
accepting mouse and keyboard input. Must perform ctrl-alt-f2 and reboot
to regain control. Waiting for the power saving timer to expire and lock
the screen works as expected. Typing "xdg-screensaver lock" at a shell
prompt also works as expected.

The hardware is an Intel NUC6i5SYK.
