Running 'sudo rfkill unblock wifi' alone is NOT a workaround.

After toggling 'Turn off Wi-Fi to save power' to OFF, gnome-control-
center wifi reports "No Wi-Fi Adapter Found".

The only 'workaround' is to leave 'Turn off Wi-Fi to save power' set to
ON, and to run 'sudo rfkill unblock wifi' on each reboot.
