I also have these problems (and also many other problems since 18.04) on multiple computers. 1 desktop with nvidia drivers and 1080ti 1 laptop with 1070 1 laptop with intel 620 : sometimes after repeatedly typing ctrl+alt+f3 it shows up.
I do not know way this version of Ubuntu is so much flawed.
