Thanks. It sounds like the problems are specific to Chrome and VLC. For local video file playback we recommend only using 'mpv' or 'totem' because those are the only players we have verified efficient hardware- accelerated video playback for. However you will need to enable it first by running:
sudo apt install ubuntu-restricted-addons That will make mpv and totem very efficient (see https://wiki.ubuntu.com/IntelQuickSyncVideo). This bug is now a vlc(Ubuntu) bug.
