I somehow forgot about this bug! Ok, I think I know now what you're aiming for. Normally just checking for the existence of $2 would be sufficient but not if we're expecting the config changes to happen on package reinstall. I guess it's just a matter of design here - I obviously was thinking of more that reinstallation/reconfiguration should follow the same rules as an upgrade, as first install was already responsible for modification of the /etc/default/keyboard file. But there's also the approach of reinstall causing a complete 'fresh install' of the config, which indeed might sound a bit better.
