I've been able to get a workaround for this issue. I was using compiz(Unity) on my Ubuntu 18.04. While GNOME seems to be fine, it looks like compiz is causing a race-condition with another process.
A workaround is to delay compiz launch for a few seconds. Open up /usr/lib/systemd/user/unity7.service and add ExecStartPre=/bin/sleep 2 before ExecStart=/usr/bin/compiz If this doesn't work, try increasing 2 to 3 or maybe 5.
