Public bug reported:

The new launcher in Ubuntu 17.10's gnome-shell setup has auto
transparency... but this is also applied to the top bar, which it was
not in Unity.

As a result, using a light background makes the light icons in the bar
almost invisible.

The top bar transparency should not be linked to the launcher, and
probably there should not be transparrency on the top bar.

It would also be nice if there was a slider to control the level of
transparrency in the launcher.

See attached image of near invisible icons.
