Run command

vlc /path/to/file.avi

Start playback video.
Press "Pause" button.
Wait some time.

Expected behaviour: switch off monitor, if video paused.

Current behaviour: monitor not switched off, if vlc running, ever if
video paused.

OS: Ubuntu 16.04 (xenial).
File name: pool/universe/v/vlc/vlc_2.2.2-5ubuntu0.16.04.3_amd64.deb.
